Why numbers and years shoud not be pronounced in the same way?

1800 -1,800

1613- 1,613

1492 -1,492

1106-1,106
1054- 1,054

Saying years the way we do is faster. One-thousand-nine-hundred-eighty-nine is longer than Nineteen-eighty-nine. That looks like a site for math learners, not sure if it's good for English learners.
