Numbered list and punctuation

I am writing numbered instructions for a quick check list. Is there a rule about the punctation? I generally always put a period at the end if I am numbering. When using bullets, I don't necessarily put a period. We are debating this issue. What I have found on the web is that the choice of punctuation is just that-a choice, as long as there is consistency. Any input is appreciated.

I believe the question being asked is whether to put a period at the end of each bulleted or numbered phrase or sentence.

I prefer to use bullets for less-than-sentences and numbered points for full sentences, and to punctuate only the full sentences with periods. For example:

Our objectives for the coming year are as follows:

* improve quality
* reduce time-to-
