numberal spelled out

I was wondering when should I spell out the numbers, i.e.

Tom bought three pairs of ZZZ shoes in nineteen-ninety-one, and til this day he still wore them.
Or
Tom bought three pairs of ZZZ shoes in 1991, and til this day he still wore them.
Or
Tom bought 3 pairs of ZZZ shoes in 1991, and til this day he still wore them.
Or
Tom bought 3 pairs of ZZZ shoes in nineteen-ninety-one, and til this day he still wore them.

Are there any conventions that I could follow?
