Number vs numbers

A Labor Department study states that the number of women employed outside the home has increased by thirty-five percent.

New Jersey has one of the five highest numbers of reported cases of Lyme disease in the United States.

Guys,

I really get confused in using Number /numbers.... Can someone help me to understand the concept behind it? Why cant the first use numbers and a second one number?
