Number the pages from the bottom up

What does it mean: "It is essential that that you number the pages from the bottom up".

Hi ASA, Welcome to English Forums. I hate to disappoint you on your first posting, but I can make no real sense of this instruction. The literal meaning, I think, is clear enough-- you must write its number on the last page first.
