Number speaking

I found two strange points in number speaking in US. Could you tell me whether they are grammartically correct or not?

1. Using "hundred" instead of "thousand". For example, 1200 is said as "twelve hundred" in US. But I think the correct way should be "one thousand two hundred".

2. Missing "and" between "hundred" and "ten" digits. For example, 123 is said as "one hundred twenty three", instead of "one hundred and twenty three".

In the U.S. we use both "twelve hundred" and "one thousand two hundred" for 1200.
We use both "one hundred twenty-three" and "one hundred and twenty-three" for 123.

These are all grammatically correct. (Note the spelling of grammatically.)
