Number has [anywhere] to go but up.

The number of lawyers registered with the Animal Legal Defense Fund is currently around seven hundred, and no one thinks that number has anywhere to go but up.

I'd like to know why "anywhere" is standing before "to go", not "but up."

It has nowhere to go except up. = It hasn't anywhere to go except (but) up.
