number agreement

The Pygmalion effect is named after the man and means one's high expectations of or belief in someone creates a positive influence on the person and brings satisfying results.

Q) I was wondering why the verb "create" is "creates" when the subject is "one's high expectations of or belief in someone.

Isn't it like this?
1. One's high expectations create a positive influence. T
2. His dreams are very big.
3. Her watches has created sensation.
Subjects in #1~3 have a plural noun.

As these are joined by "or", the verb has been made to agree with the closest (i.e latter) subject.

What if the text had commas around "or belief in" like this?

"The Pygmalion effect is named after the man and means one's high expectations of, or belief in, someone creates a positive influence on the person and brings satisfying results."

Would the singular "creates" still be correct?
