I want to question what is the number of a paritcular prime minister in total number of prime ministers ruled the country. How to frame this question.

I would choose the last one. If you know how many there had been before him, just add one!

I don't know about the case of prime ministers.
In the case of US presidency you can ask and answer like;
(1) How many presidents were there before Lincoln. Fifteen.
(2) What number president was Lincoln? Sixteenth.
