Anywhere. never takes care of the negative element of the sentence.

Yes, you can say it, but it could mean something different.

I'm not going anywhere is more likely to be literal. There is no place that you going to be moving to, whether by car, by plane, walking, or whatever. You are going to remain just where you are now.

I'm going nowhere is more likely to be figurative. You aren't accomplishing anything in life. Your career is stalled. You are making no progress, no improvements; your life is unsatisfying.

Any lack of progress may be met with the comment We're going nowhere fast!

Both of these can be used with either meaning, but the usual way to see it is as I explained above.
