Question

Was you in Nouvelle Orleans in 2005. Who can say me if what I am reading is true?

I cannot beleive that these are true

People drowned in the attik
30 per cent of the city police were in the hills (is this on holiday?)
no one helped for over a week - can it be right that a country like USA left these city people to die and be raped and looted for more than a week
police stopped black people from ninth from lreaving to go higher into rich area so they drowned - does this mean from 9 areas?

maybe I should read more history sites but I cannot beleive this be truthful works

This probably refers to the Ninth Precinct. Large cities in the US are divided into "precincts."
I'm thinking that in Louisiana they may use the word "parish" instead, based on a Catholic Church subdivision. (Maybe a parish is like a county - that is, bigger than a city.)

Google comes up with "the Ninth Ward," which is yet another name for a city subdivision.
The residents wanted to get to higher ground, but without transportation, they would have to walk through a rich neighborhood which was in their path.
The Ninth Ward was the worst hit.
Maybe the police thought they were protecting the rich neighborhood from looting.
