Which is correct?
Only royalty was allowed to wear the fleece clothing.

There is, indeed, the temptation to use the plural form of a verb with royalty , but I think it best to ignore that temptation and treat it as a singular noun, even when intending to include many people. I've never come across the word in its plural (-ies) form, except when talking about financial payment for rights to something.
