Nouns and pronouns

I hear a lot of people even journalist and anchors on t.v. saying "My father, he..... and my mother, she blah blah blah. I know that isn't proper usage of the english language but I've forgotten what it is called . And it's driving me crazy every time I hear it. Thankx, Mike
