The Environmental Protection Agent was created by Congress in 1070 to replace fifteen federal agencies that previously were responsibility for enforcing the legals that regulate environmental pollution.
My suggestions:
Agent--> Agency
responsibility-> responsible
legals--> legalities ?????

Can't I say the noun form of legal, that is , legalities? If not, why?

The first sentence is right; the second sentence is wrong. It is the same for law and legalities. Legality is the wrong word - look it up in your dictionary.
