Noun + (Verb+ed)

could you please explain the following underlined words how they are constructed ?

"All the organizations involved have sent urgent appeals to the government, asking for extra funding."

Because when we use (Verb+ed) as an adjective, it always comes before the Noun. However, in the shown example, it comes after the Noun !. Then, how can I know when I shall use (verb+ed) adjective before or after the noun?
