Noun "Say"

Hi,
I'm just translating The Tale of Jack O'Lantern to school into my native tongue and I alluded to a problem. I can manage translate most of the text but there's some expression I couldn't find anywhere; it's "Jack, the Irish say.." What is that supposed to mean? Could anybody explain to me please? I would be very thankful.

"Say" is the verb here, not the noun.
