noun or adj

What is the difference btw the srtructure ADJ+NOUN and NOUN + NOUN? I can't distinguioh their use.

I can't distinguih the difference btw:

a/ industrial production and industry production.
b/ cultural house and culture house.
c/ advantageous competitor and advantage competitor.
....

Could you tell me when Ishuol use NOUN+NOUN, when I shoul use ADJ ? (at least with these 3 cases)
