Noun +noun instead of using of

Can we say 'London people are happy' instead of 'the people of London are happy'.

For countries we can use the adjective e.g British people, but what about the cities.

My question is,

Can we put the name of cities before the word 'people'? DOES IT SOUND NATURAL AND CORRECT?
