"My opinion notwithstanding, students must study harder for..."
"My opinion notwithstanding" is a disjunct adverbial.

" The evidence notwithstanding, the consensus is that the jury will not reach a verdict."
My question is why is "my opinion notwithstanding" a disjunct adverbial and "the evidence notwithstanding" is an adjunct adverbial?
