Notorious fee

Greetings,

Please, I need your speedy help your speedy help with the following question:

Maintenance Fee - This is a very notorious fee (which many retailers keep hidden ) that is charged against the phone card.

Can the word notorious mean irrespectable here, I'm inclined to exclude that option It doesn't sound right.
