What does 'noted' in the above sentence mean? Does it mean "found out"?

Thanks for the explanation. I see if it's current, 'is noted' is more appropriate than 'was noted' because the past tense would cast it far back and make me unmindful of my bill.

At first, I thought if it was the contracted form like 'haven't', 'yet' could be positioned after the verb, but I was wrong. Therefore, I should say as below. Please confrm.
