Not very sure what is the meaning of this sentence.

Hi all,

Here is a sentence that i am not sure the meaning of it. Looking for someone who is willing to help.

The whole paragraph is as below,

"It is not always a simple matter to know who is the highest-ranking memeber when you are dealing with a group. To avoid embarrassement, err on the side of age and musculine gender, only if you are unable to discover the protocol with research. If you are interacting with the Japanese, it is important to understand that they make decisions by consensus, startingwith the younger memebers of the group."

About the sentence that has been underlined above, does it mean that, if we cannot tell the hirerachy in the group that we should assume the elder and/or male memeber as the highest-ranking member? And what does protocol mean in that sentence?

About the sentence that has been bolded, does it mean that the Japanese make decisions altogether till they achive an agreement, the younger members are the first to give their opinions?

In my opinion, the language is not completely without ambiguity, but both of your assumptions seem to be correct.
"Protocol" here would be the prescribed way of doing things in general and the pecking order in particular, or the specific hirerachy.
That is, if you are unable to identify the specific person in charge by investigative, or absolute means,
assume it's the oldest male.
