Not understanding the sentence.

Just when you think it couldn't get any more stupid...it raises the bar. lawl
what does this whole sentence mean? especially the words "bar" and "lawl" ?

Seems like stupidity is a desirable thing, tongue in cheek. Only the very best stupidity will be allowed in. - Unless instead of the highjump we're using the image of the limbo, in which loweringthe bar eliminates all but the very best.

You could be right, Avangi. Perhaps it's, say, a movie and he/she like really dumb movies. I think without more context it's hard to say.
