To "raise the bar" usually means "to set or achieve higher standards" (the analogy is with a high-jump competition -- at least, that's what I've always assumed). Here the author is using it in the opposite sense of lowering standards. "Just when you think it couldn't get any more stupid" means that it already seems as stupid as it could possibly be, and then "it raises the bar" means "it gets even more stupid".
