Hi I think that's a good question and that there are two slightly different ways in which the phrase is used In ordinary speech, A is the main point that you want to make and B is just a secondary point that you add, even though it is not vital to what you are saying: - The pollution is terrible in this city: my health is really suffering, not to mention the fact that I have to wash the car three times a week However, as you say, the phrase can be used, almost as a figure of speech, to emphasis the last part of what is said: - I can recommend Betty for the job: her knowledge of the property market is excellent and she has good communication skills.
