Not to judge/surrender

Hi

1. I am not to judge. (Does it mean: I won't judge)

2. When you feel persecuted, surrender the pain which is inflicted upon you. There is consolation.

What is the meaning of "surrender" here? Does "There is consolation" mean "In this you will find consolation"?
