Not to be sold LOOSE

Hi,

I saw "Not to be sold loose" written on the cover of an air freshener. Does the phrase mean "It must not be sold if/once the seal is broken."? I don't understand what "loose" means here.

Thank you

In my experience, 'sold loose' generally refers to products that are not sold in packs. Would that fit your context?

Thank you, ozzourti, for your reply, but I think I am still confused about the meaning of "Not to be sold loose."

You said 'sold loose' generally refers to products that are not sold in packs, but would you kindly tell me the meaning of the full phrase "Not to be sold loose"?

Thank you.
