NOT TIRED ENOUGH TO BE ABLE vs NOT TIRED ENOUGH TO

Which is correct if not both?

1 I'm not tired or drunk enough for that matter to be able to sleep with the lights on.

2 I'm not tired enough to sleep with the lights on.

One more thing which would you say

1When/IF you think about it, its not a very good idea.
