Not the first choice of the armed forces.

China, for her part, feit betrayed by Russia as it became evident that, far
from supporting China against the seizure of Kiaochow, Russia had supported
Germany. As a result, the Sino-Russian alliance of 1896, always a bit
of a fiction, became attenuated to the point of extinction. All this for a naval
base for which there was no urgent need, one that was not the first choice of
the armed forces.

Does the underlined mean the didn't need it?
