Not that I'd recommended...

Hello,
Could anyone explain the structure of the below sentence (underlined one):

Events in the outside world usually get ignored: not that I'd recommend doing this but experiments have shown ...

Here I see the meaning that author says that 'he did not recommend to do this at home', however I could not
solve the grammatical structure of the sentence.
