Not that

‘Not that education or skills are signs of intelligence as such, but there is a correlation.’
The example sentence is from Oxford dictionary.
What is the grammatical function of " that" here? Is it an independent clause having " education and skills" as subject?

I would say that "Not that ..." is a reduced form of "It is not the case that ..." or similar. Presumably "that" is a conjunction.

Did you read my previous remark about spacing and quotation marks? You are still making exactly the same errors in recent posts.
