Not taller

Bob is not taller than Alice.

Does the sentence above make sense? If it does, is it possible for the sentence to mean "Bob is the same height, or less, compared to Alice."

OK. So there are two possibilities: Bob may be as tall, or he may be shorter. But as a stand alone sentence, it's unclear which. Right?
