Not take it/ Not to take it/ Not taking it.

Hi.

On the other hand, if an IELTS program is inexpensive and convenient for you now, why not take it, just for the experience of a language proficiency test? Many of the strategies of reading and selecting answers will be the same.

This structure seems strange to me. Can it not be "why not to take it", or "why not taking it" ?

No, it must be "Why not take it?" The structures you suggest ("why not to take it", or "why not taking it"?) are not idiomatic. They are not acceptable.

No, it can't. The idiom "Why not ...?" always takes just the plain form of the verb.

Why not do that? / Why not say so? / Why not try something new? / Why not go?
