Not sure which is correct

They have made a decision on our proposal, ______they?
a. don't
b. have
c. haven't
d. didn't

My instincts tell me that D. didn't ,is correct but after reading it over and over again, it realize that there's a 'have' in the sentence. So now should it be C. haven't? Really confuse right now
