Not sure of the meaning of this sentence?

Here is the sentence:

Yet more recent interpretations have concentrated less on the fisc than on the opportunity for the exercise of specifically royal power.

Now, I'm assuming it means interpretations are focusing on exercise of royal power and not on fisc? Or is it the other way around?

It's the wording I find unfamiliar.

It is not that interpretations are completely about "royal power" only; They are in a sense "At least " on fisc and more on royal power.
