Hi~ In the following sentence, what the part underlined is connected to?

provide ~ and unleash ~? OR flexibility to teach ~ and (to) unleash ~ ? What do you think?

Teachers understood that if their principal earned autonomy, this would trickle down to the classroom and provide them with the necessary flexibility to teach without constraints and unleash their innovation, passion, and creativity to meet the needs of each child.

1. Series of 3 verbs: trickle, provide and unleash. This requires some modification.

... this would ( a) trickle down to the classroom,  and (you need to add a serial comma and remove the conjunction)  ( b) provide them with the necessary flexibility to teach without constraints, (The sentence would be made even more clear by including an Oxford comma here) and ( c) unleash their innovation, passion, and creativity to meet the needs of each child.

2 . Conjunction of 2 verbs, trickle and provide, and a conjunction of two infinitives: teach and unleash.

... this would ( a) trickle down to the classroom and  ( b) provide them with the necessary flexibility to  ( i) teach without constraints and ( ii)  unleash their innovation, passion, and creativity to meet the needs of each child.]

Of course, it could be very bad style with the pattern "a and b and c" instead of "a, b, and c" but give a little credit to the author.
