Why is it that singular ends in -lar and plural ends in -ral?

That's just the way it is.

If you look them up in an etymological dictionary, you'll see why they differ.

I'm no expert, but it's the suffixes that are different, singular coming from singulus + -er (which -er was replaced later by -ar, the latinized form of the suffix), while plural comes from plus, plur- + -al /source: The Concise Oxford Dictionar
