Not so much...as /but

Hi,



Are the following two sentences equivalent?



1. It is not so much a problem of lacking ideas but the ability to do that which is correct.

2. It is not so much a problem of lacking ideas as the ability to do that which is correct.

The second is the normal formula. I don't think the first one really makes a lot of sense. It's not so much this as (it is) that is the standard phrasing.
