Not so... but that

eg We found only the ruins of a small fort, not so injured by time but that it might be easily restored to its former state.

Does it mean

-the fort is not so injured as to make it difficult to restore it to its former state. (it is easy to restore...)

or

-...is so injured that it can't be restored...

or -...is so injured that it can't be restored...
