not only ~ but also ~?

My problematic sentence is as follows.
In the sentence like "Not only could anybody who wanted to learn anything try to learn it whenever he wanted, he could redo lessons as many times as necessary, without failing any tests or being subject to ridicule from teachers or other students.
Is it correct?
Doesn't it need "but" or ";" between 'wanted,' and 'he'?
Or is it possible to delete "but"?
