Not only .. but also

Hello,

1. Not only X, but also Y is responsible for this.

Which one(X or Y) is the subject of this Sentence?

If Y is plural, then we can use plural verb like (is --> are).

Could any one here enlighten it?

Thanks.

'Not only...but also' behaves like 'or': proximity decides the concord.

(No comma after 'X', by the way.)
