"Not if I see you first"

Two persons don't seem to get along. After the argument,

person A says, "See you later"

And person B replies, "Not if I see you first!"

Does it have a special meaning?

Haven't heard of this before; however, to me, it suggests that the second person is not too keen to meet the first one. Hence, the second's trying to imply "I'd try to avoid meeting you if I see you first"
