Hi.
Please help me clarify this sentence.


The elite have shown no signs of seeking legitimacy for government by obtaining the consent of the governed.


Which interpretation below is OK?


1:It's necessary for the elite to obtain the consent of the governed to get legitimacy for government, but they haven't.
2:The elite have neglected to seek legitimacy for government but they obtained the consent of the governed.
