I find it hard to understand what is meant by this remark.
When I first read it I thought "the bow" meant "the bow as a weapon, in general"; in other words, he's saying Robin will, in a figurative way "make the shot" (i.e. will make his mark, be an important person) but it won't be through the use of the bow and arrow.
