not always as

Hello,
Could you please tell me what the underlined sentence means?

Once upon a time, there was a girl called Ella. And she saw the world not always as it was, but as perhaps it could be, with just a little bit of magic.

“not always” (sometimes) “as it was” (perfectly/correctly/truly) “saw” (imagined/visualized) “could be” (possible differences) As many of us do, especially politicians, Ella imagined the world with improvements that would be possible if there were such a thing as magic.
