"Not" after a to-be verb

“Not modifies the main verb, be. It does not modify the prepositional phrase.“

Is your statement above an official, universal rule of syntax? Or is it just the more common interpretation? I’m trying to figure out if this rule exists and where I can find it spelled out. Thank you!
