Not a native speaker, how to memorize millions of vocabularies?

Hello! I come from Hong Kong and my question is that as i am not a native speaker, how can i memorize so many vocabularies usually used in the English world? As always my teachers and schoolmates say i should read more books, but even though I do and have recorded down the words i did not know, I cannot recall my memory about those words when i want to use them. I just think that my memory is not such a good tool that can enhance my language proficiency. Could anyone give some advices to me?

Dear Hephaes Stellam Shiniest, I understand your frustration. I wish there were a "vocabulary pill" that one could swallow and immediately have a stellar vocabulary of 6,000 words (or more). But, there isn't and the advice you are receiving from your teachers and friends is sound.

I always refer to a dictioanry any word I cannot remember. Even then,it is quite often that I forget the meaning of a certain word when I come across it again. When this happens, i refer to the dictionary again. Even if I forget the meaning of the word again, I will consult the dictionary again. I widen my vocabulary in this way.
