Not a conditional sentence?

Hi. I think the sentence is not conditional in nature.

A: Do you think people shouldn't eat junk food?
B: Personally, it they can, that would be the best thing to do.

I think what B said is correct grammatically because it isn't a conditional sentence.

But then again, I think this would be conditional although I can't see the difference between Sentence B above and this. ls this conditional?

If people cut down on amount of junk food they eat, I strongly believe that their health would improve.

I think the phrase "I strongly believe" doesn't play a role in conditionality of the above sentence.
