I'm afraid this is a difficult question. But I hope it's not!
Anyway...
The topic is: how to use negations in order to be emphatic instead of saying it another way.
I'll give you the meaning too, and I'll write my choices and comments in blue.
A - Meaning: I'll help you keep thinking positive.
1A - I'll help you not lose hope.
2A - I'll help you not to lose hope.
3A - I'll help you to not lose hope.
4A - (other)
Choices: 2A best, 1A acceptable, 3A not ok for this meaning (could be in another context with "not" heavily stressed).
B - Meaning: The purpose is to avoid killing any civilians.
1B - The purpose is not to kill any civilians.
2B - The purpose is to not kill any civilians.
3B - (other)
Choices: only 2B, stress on "not".
