‘Normal’ sectorally-speciic politics ???

The consequence of this lack of centrality is that the sector has become subject to a form of ‘normal’ sectorally-specific politics that is largely unaffected by large levels of intervention by policy actors beyond those directly and centrally concerned with it, leading to the opportunity for people within
the sector to operate according to their own policy concerns and commitments;

1. What is normal sectorally- specific politics ??? In my understanding, that should be affected by those policy actors because it says that there’s a lack of centrality, but it is unaffected by them. So they are unaffected by other sectors, and able to make their own decisions?
