"nor would I be ..."

Hi, I don't get it exactly guys. most about "not".
And "would I" is use for qeustionable conetnt, i think. what does the whole sentence mean?

"[...] nor would I be disposed
to discuss such an operation
if it did, in fact, exist, sir."
